The line would cross the Cairngorms National Park and pass within sight of the Wallace Monument in Stirling.
Objections have already been lodged by the Cairngorms National Park Authority, Scottish Natural Heritage, Highland Council, Perth and Kinross Council and Stirling Council.
The Scottish Executive has told Highland Council that an inquiry should begin in early 2007 and it is estimated it would sit for approximately nine months.
A report put together by council planning officials on how to limit the costs will be presented to the authority’s planning and development committee on Wednesday.
They recommend appointing one advocate to represent all the local authorities affected.
However, the report points out that even the costs of a single lawyer would be between £270,000 and £450,000.
On top of that would be the expense of professional witnesses such as engineers to advise on burying sections of the power line through environmentally sensitive areas.
A special meeting of Highland Council’s planning committee was held in Inverness in April to consider the application.
A presentation was made by SSE officials and objectors also had the opportunity to make their views known.
Later, John Rennilson, the council’s planning director, said the committee recognised that a high voltage electricity transmission system was key for the development of renewable energy in the Highlands.

Controversial plans for a line of electricity pylons between the Highlands and Central Scotland will be the subject of a public inquiry.
The Beauly to Denny line, proposed by Scottish and Southern Energy, would see 600 pylons built on a 137-mile route.
The inquiry, due to begin in early 2007, was announced after a large number of objections to the plans.
Scottish and Southern Energy said the development was needed in order to meet green energy targets.
The line would allow renewable energy from proposed wind and wave projects in the north to be transmitted to the major population centres of central Scotland.
The announcement of the public inquiry by the Scottish Executive was welcomed by protesters against the pylons, the largest of which would be 65m high.
The four councils covering the area where they would be built – Perth and Kinross, Highland, Stirling and Falkirk – have all objected to the plans. A Scottish and Southern Energy spokesman said: “It is clear that if Scotland is going to meet its renewable targets then the Beauly to Denny line has to be upgraded.”
“But we are entering the democratic process and will see it through to its conclusion.”
Inquiry reporters appointed by Scottish ministers are planning to hold pre-inquiry meetings along the proposed route in October.
The inquiry’s findings are expected to be issued by the end of next year.

Groups opposed to a proposed 137-mile power line upgrade through the Scottish countryside will finish giving evidence at a public inquiry in Perth this week.
The hearing will shortly move on to local sessions in Inverness, Newtonmore, Perth and Stirling.
The Beauly Denny Landscape Group has been setting out arguments against the planned line from Beauly, near Inverness, and Denny, near Stirling.
Scottish and Southern Energy (SSE) said the existing line has to be replaced.
The opposition group is a banner organisation including the John Muir Trust, the Mountaineering Council of Scotland, the National Trust for Scotland and the Ramblers
Association.
Residents have also formed opposition groups, including Highlands Before Pylons and Pylon Pressure, raising concerns about threats to tourism, house prices and health.
The opening stage of the inquiry has been taking place in Perth.
The 11-month inquiry, set to be the longest of its kind in Scotland since devolution, will hear evidence from a long list of witnesses.
The power company said the £320m development was needed for the reliable transmission of electricity from renewable sources from the north of Scotland, which would be
enough to power one million homes.

The conduct of a public inquiry into the upgrade of a power line has been criticised by anti-pylon groups.
Opponents to Scottish and Southern Energy’s (SSE) 137-mile (220km) plan have complained that no written record of the proceedings has been made.
They also claimed the inquiry’s website was not being updated with rulings or submissions from objectors.
The Scottish Executive said keeping a record would be too expensive and denied any bias on the website.
Representatives from various groups protested outside the inquiry in Inverness.
They included members of Highlands Before Pylons, Pylon Pressure, Communities Against Pylons, Scotland Before Pylons and Cairngorms Revolt Against Pylons.
The organisations are opposed to the building of large pylons from Beauly in the Highlands to Denny, near Falkirk.
Among a long list of grievances about the hearing, the groups also said that the public were being “effectively excluded” from the proceedings.

SNP MSP Keith Brown said the cross-party inquiry at Westminster had recommended not building near to power lines, and added that other countries already adopted a precautionary approach to the issue.
Dr Simpson and Mr Brown spoke out at Holyrood’s Public Petitions Committee, where colleagues were considering a petition calling on MSPs to urge ministers to acknowledge the potential health hazards associations with long-term exposure to electromagnetic fields from high voltage power lines.
The petition, from the campaign group Stirling Before Pylons, is also demanding planning regulations be brought in as a matter of urgency.
Committee member Nigel Don said the Scottish Government had to look beyond the existing evidence on the issue.
He said: “Research over a period of time builds up information from which eventually even the most blind can deduce what is totally obvious.
“The risk is governments and other organisations wait until the evidence is totally overwhelming.
“We should look at how evidence is building up.”
The North East Scotland MSP added: “If you hang around long enough, enough evidence will be built up, by which time it may be too late.
“What we need to encourage the government to do is not look at the evidence we have at the moment, but to where it might lead and look over the horizon.”
Committee convener Frank McAveety said the committee would send a “strong letter” to the Scottish Government on the issue.
